A Mediterranean climate house in Tangier

On February 28th, 2018 in Tangier, AIFM was invited to participate in the Constitutive General Assembly of the Mediterranean Climate House, a foundation-association of Moroccan law with a peri-Mediterranean vocation. The creation of the MMDC is the result of major conferences of the parties: COP21 in Paris, COP22 in Marrakech, MEDCOP-Climat-2016 in Tangier ... and a long-standing cooperation between the Moroccan Region of Tangier-Tetouan-El Hocima and the French Region of South Provence, Alpes, Côte d'Azur.

A Strategic Orientation Committee held in mid-December 2017 had proposed the creation of a platform dedicated to the recollection, orientation and redistribution of numerous financing of all origins, intended for mitigation and mitigation. adaptation to climate change in the Mediterranean. A draft statutes was prepared by a consulting firm led by Gilles BERAULT. It was reviewed and amended at a meeting prior to the GA.

The AIFM was represented by its Moroccan administrator, Nisrin ALIMI, head of the sustainable development division at the Regional Council of Tangier, and Louis AMANDIER, director representing President Abdelhamid KHALDI. We stressed the need to take into account natural environments, biodiversity and forests as major issues of climate change.

The Constitutive General Assembly of the MMDC validated the choice of two co-presidents and some administrators:

Co-Chair: Abdelamin ELHAFI, High Commissioner for Waters and Forests

Co-president: Renaud MUSELLIER, president of the French South-PACA region

Vice President: Sonia MEZZOUR, Secretary General of the Moroccan Agency for Energy Efficiency

Secretary General: Khalid TEMSAMANI, University Professor

Treasurer: Rabie KHAMLICHI, Regional Director of the Chamber of Commerce, Industry and Crafts

Counselor: Ihab REFAAE, Representative of Palestine

Counselor: Mohammed SOUFIANI, President of the Chefchaouen Urban Community

Renaud MUSELLIER, absent due to Parisian constraints, was represented by Romain SIMMARANO, his adviser for the Mediterranean.

The MMDC will not be one more observatory on climate change and it does not claim any expertise in this field. Its aim is to synergize the initia- tives and know-how of multiple partners, to collect and redistribute information and targeted funding for mitigation and adaptation actions. The MMDC will be a "hub" for the Territories, financial contributors, the world of Education ... and a link between non-state actors, states and citizens. The five pillars of its action are the financing of operations, capacity building for project promoters, acceptability and behavioral change, innovation and technologies, as well as the impetus of an alliance between the concerned actors of the countries around the Mediterranean.

The MDCis based in Tangier, hosted by the Regional Council. Il also provides the Permanent Seacretariat of MedCOP-climate. It will organize an anual event focused on climate change in the Mediterranean.

The first meeting of the Strategic Orientation Committrr met in mid-December, has already labeled 24 projetcs falling within the objectives of the MMDC.
